Saudi Crown Prince and Prime Minister Mohammed bin Salman arrived in Paris on August 21, 2026, for a two-day state visit that opened with the glamour of an esports final and closed with the hard arithmetic of energy security, regional war, and Gulf diplomacy. It is MBS’s first trip to France since 2023, and his first foreign visit since Saudi Arabia signed a trilateral defence pact with Turkey and Pakistan on August 7.

From The Grand Palais To The Élysée

The visit began Sunday evening in an unlikely setting for high statecraft: the closing ceremony of the Esports World Cup at Paris’s Grand Palais, the first time the Saudi-backed tournament has been staged outside the Kingdom. President Emmanuel Macron hosted the crown prince there alongside FIFA president Gianni Infantino, presenting awards to competitors before the two men turned, on Monday, to the substance of the trip.

At the centre of that substance was the inaugural meeting of the Franco-Saudi Strategic Partnership Council, a body launched during Macron’s own state visit to Riyadh in December 2024.

French officials said the two delegations would sign agreements spanning technology, transport, energy and health, with Prime Minister Sébastien Lecornu hosting the crown prince separately at the Hôtel National des Invalides, the historic complex where Napoleon is buried.

Hormuz, Rail, And The Search For Alternatives

The visit’s most consequential thread concerned energy security. With the Strait of Hormuz still rattled by the fallout of the 2026 Iran-Israel war, Macron and Bin Salman used the talks to discuss diversifying transport routes for Saudi oil and gas, including alternative maritime corridors, pipeline options and regional rail projects. France, keen to deepen its footprint in Gulf logistics and to reduce the systemic risk that a Hormuz disruption poses to global energy markets, is positioning itself as a partner in that diversification effort.

The two leaders also discussed the wider regional picture, from the wars touching Israel, the Palestinian territories, Lebanon and Syria, an agenda that reflects how thoroughly the Iran war has reshaped Gulf-European diplomacy over the past year.

A Prince No Longer Ostracized
The visit also underlined how far Mohammed bin Salman has travelled, politically, since 2018. Once treated as a pariah by much of the West after the killing of Saudi journalist Jamal Khashoggi in Istanbul, MBS has in recent years rebuilt his standing as a valued strategic partner for Paris and other Western capitals.

That rehabilitation was not uncontested: three French journalists’ unions, the SNJ-CGT, CFDT-Journalistes and SGJ-FO, publicly protested the visit, citing an ongoing French judicial investigation into torture and forced disappearance linked to Khashoggi’s murder.

Macron, for his part, framed the visit differently. In a post on X, he called it an “important step” in Franco-Saudi relations, stressing a shared commitment to peace and stability “faced with the challenges in the region.” The French presidency’s own language was similarly upbeat, describing the visit as reflecting “the vitality of the dialogue” between the two countries.

Reading The Signal
For Riyadh, the Paris trip fits a broader pattern this year: a Kingdom hedging its security bets, having just signed the Mecca Joint Defence Agreement with Turkey and Pakistan, while simultaneously deepening economic and technological ties with Europe.

For Paris, the visit is as much about positioning French firms in Saudi energy, transport and health contracts as it is about diplomacy. Whether the Strategic Partnership Council produces durable outcomes, or simply another photogenic signing ceremony, will depend on how quickly the announced agreements move from paper to implementation, precisely the test that has defined, and often undermined, Gulf-Western partnerships in the past.
