GOIL calls for faster local content development through technology transfer and long-term financing
Ghana’s leading indigenous Oil Marketing Company (OMC), GOIL PLC, has called for accelerated efforts to deepen local content in the downstream petroleum sector through structured knowledge and technology transfer, skills development and improved access to long-term financing.
Group Chief Executive Officer and Managing Director of GOIL PLC, Mr Edward Abambire Bawa, made the call during a panel discussion on “Local Content and Industrial Participation in Downstream Growth” at the 7th Ghana International Petroleum Conference (GhIPCon 2026) held at The Palms Convention Centre in Accra.
The conference, organised by the National Petroleum Authority (NPA) in collaboration with the Ghana Chamber of Bulk Oil Distributors (CBOD) and the Chamber of Oil Marketing Companies (COMAC), was held under the auspices of the Ministry of Energy and Green Transition on the theme “Building a Resilient Downstream: Policy, Innovation, and Investment for Growth.”
Mr Bawa said local participation in the petroleum industry must go beyond ownership structures to include deliberate investment in knowledge, technology, skills and innovation.
He stressed that indigenous companies could only become more competitive and sustainable if they were equipped with the expertise and technological capacity required to operate effectively in an increasingly competitive industry.
GOIL Chief Highlights Financing Challenge
Mr Bawa identified the high cost and short tenure of financing in Ghana’s financial market as one of the major constraints limiting the growth of indigenous businesses.
He explained that the difficulty in accessing affordable, long-term capital makes it challenging for local companies to invest in infrastructure, expand their operations and compete effectively with larger international players.
He therefore called on government, financial institutions and regulators to establish dedicated energy funds, blended-finance mechanisms and risk-sharing arrangements capable of providing patient capital to indigenous operators.

GOIL Remains Key Market Benchmark
Meanwhile, some industry analysts who spoke to Modern Ghana News said GOIL had continued to play a significant role in Ghana’s downstream petroleum market since the introduction of deregulation.
According to them, GOIL has effectively served as a benchmark for pricing, with other major OMCs closely monitoring its price quotations when determining their own pump prices.
The analysts said GOIL’s competitive pricing has also helped limit opportunities for market manipulation and excessive price increases, thereby offering some protection to consumers.
They noted that the company’s continued presence and pricing discipline contribute to maintaining stability within the downstream sector, with other OMCs adjusting their prices in response to market movements.
The analysts argued that GOIL’s strategic role was particularly important under the deregulated system, where some operators could otherwise seek to exploit market conditions at the expense of consumers.
Expanding National Energy Infrastructure
Industry players also pointed to GOIL’s extensive retail network and investments in strategic energy infrastructure as evidence of its broader contribution to Ghana’s economy.
With more than 400 service stations nationwide, they said GOIL’s network enables the company to distribute petroleum products across the country, including underserved rural communities where some multinational operators have limited presence.
They further highlighted GOIL’s investments in areas including bitumen, bunkering, aviation fuel, lubricants, LPG and storage infrastructure.
Among these investments is a 13.5 million-litre Marine Gas Oil Storage Facility at the Takoradi Harbour, which is expected to support growing demand associated with port activities.
According to the industry players, the company’s extensive geographical footprint and growing asset base make it an important strategic partner in Ghana’s energy security efforts.
They said GOIL’s operations support critical sectors such as transportation, agriculture, mining, manufacturing and power generation while helping to retain economic value and tax revenue within Ghana.
Under its renewed vision, GOIL has also placed greater emphasis on execution, rebuilding supplier confidence, strengthening professionalism and customer service, and rehabilitating its service stations to provide more modern facilities for customers.
