Ghana’s democratic system is built on the principle that development should begin at the grassroots. The country’s decentralisation policy was introduced to bring governance closer to the people and to ensure that every community has a voice in determining its own development priorities. At the heart of this system are Assembly Members, the elected representatives who serve as the first point of contact between citizens and local government.

Assembly Members are expected to represent the interests of their Electoral Areas, mobilise residents for development, monitor government projects, resolve community concerns, and promote accountability. Yet, despite these important responsibilities, they have no dedicated source of funding to address the everyday development needs of the communities they serve.

In almost every community across Ghana, residents look to their Assembly Member whenever a school roof is damaged, a borehole breaks down, a drainage system becomes choked, a road deteriorates, or sanitation challenges arise. They also seek assistance during emergencies, health crises, educational needs, and other social challenges.

Unfortunately, most Assembly Members are unable to respond adequately because they have no official development fund. Many resort to using their personal resources, an arrangement that is neither fair nor sustainable.

This gap in Ghana’s local governance system calls for the establishment of an Electoral Area Development Fund. Such a fund should be established by law, supported by clear operational guidelines, and managed with strict accountability and transparency. It would enable Assembly Members to undertake small but high-impact projects that directly improve the lives of their constituents.

Why Ghana Needs an Electoral Area Development Fund.

1. Strengthens Grassroots Development
Assembly Members understand the specific challenges facing their communities better than anyone else. A dedicated development fund would allow them to implement practical projects that address local priorities quickly and effectively.

2. Improves Responsiveness to Community Needs

Whether it is repairing a damaged borehole, supporting sanitation campaigns, rehabilitating classrooms, or responding to emergencies, a dedicated fund would enable Assembly Members to provide timely solutions.

3. Gives Practical Meaning to the Constitutional Responsibilities of Assembly Members.

Assembly Members are legally mandated to represent their communities and promote development. Providing them with development resources would enable them to carry out these responsibilities effectively.

4. Promotes Equitable Development Across Ghana

Every Electoral Area deserves an opportunity to address its own development challenges. A dedicated fund would help ensure that development reaches all communities rather than being concentrated in a few locations.

5. Strengthens Ghana’s Decentralisation Policy

True decentralisation requires both authority and resources. Providing Assembly Members with development funding would deepen local democracy and improve service delivery.

6. Enhances Accountability and Transparency
With clear regulations, community participation, annual work plans, and public financial reporting, an Electoral Area Development Fund would ensure responsible use of public resources.

7. Encourages Greater Community Participation

Communities are more willing to contribute labour, ideas, and oversight when they see projects being implemented within their Electoral Areas. This strengthens ownership and sustainability.

8. Reduces the Financial Burden on Assembly Members

Many Assembly Members spend significant portions of their personal income supporting community activities, social interventions, and minor development projects. A dedicated fund would relieve this burden and encourage more capable citizens to offer themselves for public service.

9. Restores Public Confidence in Local Governance

When Assembly Members have the resources to address genuine community concerns, citizens gain greater confidence in local government and democratic institutions.

10. Supports Ghana’s National Development Agenda

Investments in sanitation, education, water, health, environmental protection, and local infrastructure contribute directly to national development. Empowering Assembly Members to undertake these interventions will accelerate Ghana’s progress toward inclusive and sustainable development.

A National Call to Action
The time has come for Ghana to take a bold step towards strengthening local governance. Government, Parliament, the Ministry responsible for Local Government, the Office of the Administrator of the District Assemblies Common Fund, development partners, civil society organisations, and all well-meaning citizens should support the establishment of an Electoral Area Development Fund.

Empowering Assembly Members is not about creating another source of political expenditure. It is about equipping the country’s frontline local representatives with the resources needed to solve community problems, promote accountability, and improve the quality of life for ordinary Ghanaians.

A stronger Assembly Member means a stronger Electoral Area. Stronger Electoral Areas build stronger districts, and stronger districts build a stronger Ghana.

The future of grassroots development depends on the decisions we make today. Let us invest in the people who are closest to the communities they serve. Let us establish an Electoral Area Development Fund for Assembly Members.
