Govt targets US$12billion investment pipeline for production and jobs
Government has set its sights on converting nearly US$12 billion in announced and pipeline investments into operational businesses to increase production, create jobs and generate greater value within the Ghanaian economy.
The Minister for Trade, Agribusiness and Industry, Mrs Elizabeth Ofosu-Adjare, said the focus was not merely to attract investment commitments but to ensure that they materialised into productive enterprises.
She said this at the launch of the 2025 Annual Investment Report by the Ghana Investment Promotion Authority (GIPA), at the Bank of Ghana in Accra.
Mrs Ofosu-Adjare said investment acquired real economic value when it reached the factory floor, supported Ghanaian businesses and created productive employment.
She said the 2025 report identified nearly US$12 billion in announced and pipeline investments, presenting opportunities across several sectors of the economy.
The Minister said government would work to create an environment that enabled investors to move from investment decisions to actual production.
She said reliable infrastructure, access to financing, skilled labour, regulatory certainty and responsive public institutions were among the conditions investors considered before committing capital.
Mrs Ofosu-Adjare said government was therefore pursuing reforms to improve the ease of doing business and reduce delays that could discourage or slow investment.
She said the passage of the Bill establishing GIPA would strengthen investment facilitation and modernise Ghana’s approach to supporting investors.
The Ministry of Trade, Agribusiness and Industry was also working towards the passage of the Business Regulatory Reform Bill to review business regulations, promote public-private consultation and provide clearer compliance requirements for businesses.
Mrs Ofosu-Adjare said government was prioritising investment in agribusiness, textiles and garments, pharmaceuticals, automotive manufacturing and components, and agro-processing to expand Ghana’s industrial base.
She said the opportunities presented by the African Continental Free Trade Area would also provide a wider market for businesses that could produce efficiently, meet standards and maintain quality.
The Minister said government’s objective was to ensure that investment commitments translated into factories, businesses and enterprises that produced goods and created sustainable jobs for Ghanaians.
The 2025 Annual Investment Report identified an investment pipeline of approximately US$11.48 billion across sectors including manufacturing, agriculture, energy, mining, technology, tourism and infrastructure.
