In Ghana, power changes hands every 4 to 8 years. But one thing that doesn’t change is what happens to public officials after they leave office: the courtroom.

From 2001 to today, appointees from both the NDC and NPP have been arrested, prosecuted, convicted, and jailed. The charges are usually the same: causing financial loss to the state, corruption, abuse of office, and breaches of procurement or mining laws. The names change, but the pattern remains.

THE KUFUOR YEARS: 2001 – 2009

When the NPP took power in 2001 after 19 years of NDC rule, the new government moved to prosecute officials from the Rawlings era.

The most high‑profile cases were:

• VICTOR SELORMEY – Former Deputy Minister for Finance. Convicted for causing financial loss in the Quality Grain case.
• KWAME PEPRAH – Former Minister for Finance. Jailed for causing financial loss to the state.
• ALHAJI IBRAHIM ADAM – Former Minister for Food and Agriculture. Convicted on similar charges.
• GEORGE SIPA‑ADJAH YANKEY – Former Director at the Ministry of Finance. Also convicted in the Quality Grain case.
• DAN ABODAKPI – Former Minister for Trade and Industry and MP. Jailed over the NDC 2000 campaign bus deal.
• LAWYER TSATSU TSIKATA – Former CEO of GNPC. Convicted for causing financial loss and wilfully causing loss to the state.

For many in the NDC, this period became the reference point: “we have been here before.”

THE AKUFO‑ADDO YEARS: 2017 – 2025

When power switched back to the NPP in 2017, attention turned to officials from the Mahama administration.

The signature case was the $4 million NCA scandal:

• EUGENE BAFFOE‑BONNIE – Former Chairman of the NCA Board
• WILLIAM MATTHEW TETTEH TEVIE – Former Director‑General of NCA
• ALHAJI SALIFU MIMINA OSMAN – Former Deputy National Security Coordinator

All three were convicted for causing financial loss to the state after the NCA was found to have overpaid for cybersecurity equipment.

To NDC supporters, this was history repeating itself. To NPP supporters, it was accountability.

2025 – 2026: THE TABLE TURNS AGAIN

Under the current government, the focus has shifted. For the first time in a long while, senior NPP figures are facing the same process.

BERNARD ANTWI‑BOASIAKO, AKA CHAIRMAN WONTUMI – Ashanti Regional Chairman of the NPP

• Arrested by EOCO in 2025 over allegations of fraud, causing financial loss, and money laundering.
• Detained for 3 nights in October 2025 over two separate illegal mining/galamsey cases.
• Granted GH₵15 million bail with strict conditions: 3 sureties, passport deposit, and placed on a stop‑list at all entry and exit points.
• Charged with 6 counts of breaches of Ghana’s mining laws.
• Yesterday, 20th July 2026, media reports indicated he had been sentenced to 20 years by the Accra High Court.

His case has become the latest example used by NDC communicators to say: “power is not permanent.”

WHAT THE CYCLE TEACHES US

1. NO PARTY IS IMMUNE – Both NDC and NPP have had ministers, CEOs, and party chairmen in cells.
2. THE CHARGES ARE FAMILIAR – “Causing financial loss to the state” has been the common thread for 25 years.
3. POLITICS FOLLOWS THE LAW – Arrests spike after a change of government. EOCO, the Attorney General, and the Special Prosecutor’s office tend to pick up cases from the previous administration.

For the “latter‑day saints” of Ghana politics — the young appointees being elevated quickly — the message from the old guard is simple: Don’t be afraid, and don’t be arrogant. Some of us have seen this movie before. Today you are in government, tomorrow you are in court. Serve the people while you have the chance.

CONCLUSION

Jailing public officials has become part of Ghana’s democratic accountability process. Whether it’s justice or political retribution depends on which side you sit.

But the record is clear: from Selormey to Tsikata, from Baffoe‑Bonnie to Wontumi, no title protects you when the state says you misused public funds.

In Ghanaian politics, the only constant is change. And sometimes, that change comes with handcuffs.
